Project Officer for the Program Development – UNDP – Manila

Institutional Arrangement:
The Project Officer will work under the supervision of the UNDP Senior Advisor on P/CVE Policy and the UNDP Senior Advisor on Peacebuilding and the PVE and in close coordination with the directors/ representatives of the relevant UN agencies.

Duration of Work:
The Project Officer for the Program Development of the National Action Plan on PCVE will be deployed for 60 working days spread over 3 months.

Duty Station:
The primary duty station will be in Manila, with travel to various destinations in Mindanao. Travel costs that includes airticket, allowance, meals will be shouldered by the Project.

Schedule of Payments:
Interested parties are required to submit an all-inclusive lump sum amount indicating professional fees required to effectively perform the duties and responsibilities of the Consultant. Actual costs for the actual event, such as transportation and accommodation expenses, shall be shouldered by the Project.
The Consultant will receive the total amount indicated in the proposal in tranches and upon satisfactory completion of the agreed outputs and deliverables based on the following :
50% Upon submission and approval of the Documentation Report on the Development and launch of an Intrafaith Platform for Dialogue and Advocacy for the NAP P/CVE;
50% Upon submission and approval of the Documentation Report on the Initial Development of the BARMM P/CVE Strategy

Duties and Responsibilities
In the context of the above, the Project Officer for the Program Development of the NAP P/CVE —under the supervision of the UNDP Senior Advisor on P/CVE Policy and the UNDP Senior Advisor on Peacebuilding and the PVE, in close coordination with the UN Resident Coordinator Office and directors/ representatives of the relevant UN agencies, will perform the following tasks:
i. Assist in the development and launching of an Intrafaith Platform for Dialogue and Advocacy for the NAP P/CVE
ii. Assist in the initial development of the BARMM P/CVE Strategy

Required Skills and Experience
The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points.
For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):?

Education
University Degree in Development Studies, Public Administration or other social science related field – 20 points
Experience
At least five years experience of working in a government institution (preferably in the security sector); involvement in the formulation of plans and programs related to P/CVE is an advantage – 60 points
At least three years of demonstrated ability as a researcher-writer working with relevant government institutions as well as non-governmental actors – 20 points
Langauge
.Fluency in written and spoken English

Duly accomplished Letter of Confirmation of Interest and Availability that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;

Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
